I have a 2000 Ram 2500 with the V-10 (see other PCM thread).
It's got every powertrain option but otherwise spartan. What is the "security relay" in the power distribution box for? Might this be why I can't get it running?

It's actually a headlight relay that is also called the security relay. The CTM (Central timer module) actually contains the alarm and will tell the computer to "no-run". The CTM will use the security relay to flash the headlights. I believe the headlamp switch also activates the "security relay" to turn on the lights. At least this is how the '99 works.
