p0420 again!!!!!helpplease

Story is, its a new 2005, sat on lot one year it was built july of 2005, had 19 miles when I bought it one month ago.. It has been in shop 3 times now for p0420.. replaced o2 sensor, did the reflash TSB what next??? can a cat convertor be bad with only one thousand eight hunderd miles??? Please give advice..
