Have you actually measured? The 275 means the section width (not tread, but overall width) is 275 mm, which equates to 10.83". The tread section may be skinnier, but the overall width will be the same, otherwise the tires are missized.

The 60 v 55 is the aspect ratio, or the width of the sidewall compared to the section width. So a 275/60/20 would be 10.83" wide and 32.99" tall, where as a 275/55/20 would be 10.83" wide and 31.91" tall.
