I have replaced both the fuse and the multi function switch unit, (MFS) on the stering column that controls the intermitten wipers. both the regular and fast speeds work on the MFS. i think that the problem now lies in wiper relay. How do i test this and where do i find this? Is it on the wiper motor, according to the wiring diagram it appears that it does not. can anyone help. Additionally, what is the integrated electronic module? is this another possible thing to look at? if so, where is it located? Hope to hear from someone. thanks.

Quite a few of us have that problem. I replaced the multi-function switch too. That seemed to help the problem but not solve it completly. From what I understand and I could be wrong but the relay is a part of the switch. Sorry I couldn't be more help.

The wiper relay is just a simple relay, it takes its timing signal from the central timer module, and it's in the power distribution center. The relay switches the power to the wiper, and then as the wiper travels and the park contact in the wiper motor gearbox, switches over, the relay switches back, allowing the park contacts to take the current until the wipers park.
I'd think it's unlikely that the CTM would be misbehaving. There are three other possibilities - that the multifunction switch variable resistor track is worn, and not setting any delay value for the CTM, that the relay contacts are bad (quite likely - they interrupt motor current inder load, and that creates a spark) or that the park contact in the wiper is damaged (fairly likely). Relay is not acitve in continuous mode, so there's not much else to do but replace it.
