I don't think i have the tools for my truck, im not sure where they would be in the first place.

Now assuming i don't have them, how would i go about dropping the spare tire?

Also, how does it come off that thing, the manual doesn't explain it well.

there is a socket looking thing beside the rear tag. i think i stuck a 1/2 or 3/4 in drive extension bar into it and turned it. that raises/lowers a cable thats threaded through the center of the wheel on the spare. once lowered, just twist the rod out of the center of the wheel.

Check under the rear seat on the passenger side - the jack and accessories should be there.

If not, give the extension thing a shot. Try a junkyard to find the jack/tools if they're missing.
