Ghost Headlights

2001 Grand Caravan

I have noticed that sometimes the fog lights come on by themselves and then shut off after a few seconds, when the van is parked. While driving the other night, the headlights were also shutting down for a few seconds and then coming back on.

Could this be a headlight switch problem or something to do with the body control module?
