In my Haynes manual it is a combination turn signal/hazard flasher/DRL and is located in the on the junction box which is located under the dash and forward of the drivers left knee.

For future reference, the hardware for DRL is on these vans-- I used my scan tool to turn the feature on in my wife's 01 T&C.

 

I had bought a 2001 chrysler t&c mini van from the U.S. no drl . I got the run around from dealerships and recking yards , " no one knew even the parts department ." I was the first with no drl they had seen , so I had a freind that knew someone at a dealer he hooked up the scanner computer and it was on his screen DRL ON or Off he turned it on took him 5 min I gave him $20.00. So he said it must be in the vans computer because there is no drl module in the parts manual . This was over 5 years ago drl is still working fine . Hope it helps
