When changing the brakes on a neon, does the whole rotor and caliper assembly come off or am i not doing something right in trying to get the caliper off. I removed both 10 mm bolts.

Caliper slides up and off the rotor. Only way to get the pads in and out.

Take a medium slot screwdriver and carefully pry the caliper from the rotor - pry between the plate that the brake pad fingers set into and the caliper from both sides -pry evenly and be cautious. Should come off.
