Brake controller harness...no power?

Hello! I hooked up a new brake controller to the factory harness supplied with the towing package in my 05 Ram.....there doesn't seem to be any power to the blue 4 pole harness under the dash when the key is on. I thought it was the controller at first so I used a test light and no juice.....Is there a fuse or relay under the hood that the instructions don't say anything about? Thanks for the help.
