Does the 1999 Grand Caravan have a fender well access panel to give easier access to the lower pulleys for belt replacement ?

Greetings. Yes, there is a drive belt splash shield. Jack up your vehicle and remove the right front tire. There you'll see the removable splash shield that when removed will give you access to change the belt(s).
