Fuel Injection Pump Question

Have been driving my '92 D250 Club Cab for many years without any problems. Love that truck! Now showing 179K miles on the odometer, I don't really "need" it anymore (retired from racing), but don't think I want to part with it, ever. Kinda nice having a pickup handy, just in case.

Truck starts, runs, drives just fine, but lately power is down which is most apparent when it's cold. Brought it to the local Cummins service center for extensive diagnostics. They checked everything, and 3 hours at $91 each later, they tell me it needs a new (factory rebuilt) injection pump (Bosch VE6 roatary), quoted at $1,693.59 + Tx + 4 hours of labor, as well as a new lift pump.

Searching Google I found the same pump (OEM # 3923346; CDC # 3923346) at several places online; cheapest one was on eBay for $695.00!

Here are my questions:
1) Has anyone experience in buying such a pump from anyone online?
2) Haven't asked them, but do you think Cummins would install a pump I provided, or would they most likely decline, insisting me to buy one from them?
3) On our particular 1st. generation . . . does the pump need to be timed in or can any qualified mechanic install the thing?

Any help in this matter is highly appreciated.
