HID fog light is intermittent; Where should I start?

I've got 6000K fog HID's from Twiggy and the passenger side intermittently comes on. I checked all wiring, the ballast is secured to a front beam as tightly as I can secure it using twist-ties, everything seems to be working ok.. Just sometimes it doesn't come on, sometimes it does..

Where should I start?

try swapping ballasts from one side to the other, that would tell you whetehr or not it is a ballast or a bulb that is going bad. That would be the 1st thing I would try after checking all the wiring connections.

Hmm.. I thought if a ballast was bad it was just completely quit. I'll try that.
