Question Fuel Filter Problems

Has anyone had any problems with the Fuel Filters, with my major problem being the o-ring? My 1996 2500 with the Cummings has this problem every 4 months or so.

I know that i have a 01 ram 1500 and it does not have a fuel filter.They told me at dodge and at other places because i thought something was wrong because it seems like it does'nt have anough power for a 5.9 360
