engine backfires and sound like vacuum

i did an engine swap on my 1996 ram from a 5.2 to a 5.9 , it starts but runs terrible does not rev past 1000 rpms, backfires and sounds like a vacuum from the throttle body,
i use the same harness and ecu , i have tried to change all the throttle body sensor 1 at a time
and the crank position sensor , the ecu has no codes but as soon as i unplug something the ecu picks it up, it has no converter on the exhaust to plug
when i set up tdc , i line up the compression stroke by turning the crankshaft, lined it up with the line on the damper at the top of its stroke , then turned the rotor to it lined up with the distributor , all pointing to the number 1 piston , I did it twice same results
any input would be appreciated thanks

cylinder #1 fires at +17.5 TDC.
you can check this by a back pin on the dizzy & rotating the crank by hand.
