help!! my car sounds like a spaceship-97 stratus

my car has always had a funny electrical sound to it when you press on the gas, but it was never really that loud.(it's been to a few mechanics and they all say it's suppose to sound that way) but a few days ago i started it up and the sound was really loud it kind of sounds like a rubber belt slipping it's a high picked squeal but kind of electrical. i don't know how else to explain it. then i went to drive it and it wouldn't go over 35mph. also for the last week it would putter(or something) when i would hit 45-55mph. i thought it was the Mobil gas i put in it--guess not!! lol
