fuel pump wont prime

Not my truck but family members car. Car wouldn't start the other day but now it does, I figured it was fuel related and discovered that when you turn the key to the on position the pump never primes only starts when you start the car Am I missing something or is this a problem with the relay ??

without knowing what kind of vechile its is hard to say, could be ignition switch,fuel pump assy. relay some cars have a prime setup before starting some dont. with cold temps the relay could have just temp stuck .if its working now just keep eye on it and see if it does it again. hard to find electrical gremlins when its not doing it when you look at it.
