Is your dimmer switch turned down by any chance?

Check fuse number 18 also. After looking more over the list 18 may be the one that is at fault.

Not to beat a dead horse, but if the fuses are good the dimmer switch could still be broken.

Does the cabin lamps light up when the door is open? If not recheck the dimmer switch as Alloro said for if you gently turned it to the left you may have though that it was at its left stop and it may still be in the dimmer/dome light OFF detent. Clock wise turns off the dash lights and dome lamps.

Fixed for now

Well thanks for the help guys. The 1997 fuse panel was different. But after checking the fuses I found a blown one and that fixed the problem.

Thanks again
