95 Ram 1500 5.9l

Where I live it's pretty cold in winter but not terrible(low of maybe 6 degrees) and lately I've been having a hard time getting my truck to start and stay running in the mornings. Also I'm getting a tick before it heats up which I'm assuming to be a lifter.

It's been idling a little rough and I have yet to pass emissions despite doing a full tune up, I'm wondering
If you guys think I should change my converter? I'm a little new to the truck world and I bought the truck off a close friend. It's got 155k on it and it seems to run fine minutes these things.
Please help with some advice and tips

have the battery load tested. this will tell you of the cold cranking amps available left in the battery. how old is it? rams dont do well with an old battery.
although a few of the problems are puzzling with these rams, hang in there, they run strong forever!
