Yes, they are for ballast mounting purposes. However, you are not constrained to using the brackets only but they are likely going to be the easiest method you have available.
There is no one correct or proper place to put the ballasts and it will vary widely by vehicle and model year. On yours though, one place you can put the brackets is under one of the two bolts that holds the headlamp to the frame. We do not have any photos showing that exactly, but if you want to give us a call I can walk through it a little better over the phone.

installation

ok pm'd todd still waiting but thought i would ask on here for those with similar years etc.... i am having some issuse finding current bolts to use for just about everything. i have a jet stream scoop on pass side so no room next to the radiator support etc... so when looking at the side frame rail the wires are to short to reach and even when i can move the ballst to get all the wires i have to exsisting holes for the ground? did a dry mock up with tie wraps trying to find room for everything, got the relay mounted no prob, found a place for the capacitor or the one with all the battery looking things. than it all goes bad. so if someone has any mounting spots to use etc... the help would be greatly appreciated. my only day off and wanted this done as working 10hr days its dark by the time i get home. thanks again

Just PM'd you back a little bit ago.
Hopefully someone can chime in that has similar mods with a little insight on some good mounting spots for you. Never seen the jet stream scoop to comment unfortunately.
If it suits you better, how do you feel about double sided heavy duty foam tape? We can send you some pads of this if you find it easier to mount the ballasts considering optimal spots are taken up on your truck.

got the pm thanks, need more time to look at all this. just need to find some grounding points. started with the replay to make sure i had room to get too the + on the battery. this made the only real issue for me is when running the wires across to the pass headlight some what of a problem to find a grounding point. the double sided tape i have and with tie wraps should secure the ballast fine. if i can just locate a suitable place for the grounds that come with in room of both the ballast and bulbs it will all go to together fine. if i find a suitable ground going to try todd's idea on cutting the ground connector open some to fit around a larger bolt. just working to many hours at work, tired and brain not all there right now. hope to get a weekend off soon or i'm gonna have to ask for one off to get this done. got to many projects i bought and no time to install them all, thanks for any and all help. mostly todd at retro... answers all ? quickly and even on weekends. thanks again

Anyways, I have an 04 and I'm thinking about putting either 6000k or 8000k hid's in the heads and fogs (both are stock housings)... What all would I need to buy and what's your current pricing for it all? Thanks!

well after several attempts, THERE IN THERE...lol must give a big shout out to todd, man these things are BRIGHT! no flicker, color matches, from low to high no prob, fogs cut off no lamp out warning.. nothing wrong. do have some minor issue more personal than anything. only down side is i need to mount the resistors better. right now there tie wrapped but only close to the wires not on them so they should not melt. once my old craftsman batteries charge going to drill so i can use some self taping screws to keep them from moving around. pictures to follow, cause after 4hours and 6hands, 3minds i'm tired...lol

you bet todd, thanks for a great product . adjusted them tonight, going to see how they do tomorrow. as you can see from those pics at the rear of the car and fence its about 25ft away and they were at the top of the trunk, now they sit at the top of the bumper. but i sure can't say enough about how bright these things are, and most importantly how much light gets on the road . for adjusting them, if anyone needs to know. clock wise raises and counter clock wise lowers the headlights...

Could you PM me some info about what kit I would need for my 2009 Dodge Ram SLT, its got the stock dual headlights. Also do you have a HID headlight kit for a 2003 Hyundai Elantra? Thanks a lot for your help, your product looks great!
