1998 Dodge Caravan charging problem?

My step-mother has the 98 dodge caravan sport 3.3L v6, one day on the way home my dad noticed that he battery light was on and the lights started to flash. the Alt. was taken out and checked and its fine. It also has a new battery and new belt in it. I am sitting in it when i am typing this, it sits with out it running at 25.5v at the battery it dipps down to 20.2v when you start it and after it starts with nothing running stays at 24.1v all at the battery with every thing running its at 22.1v (headlights highbeam, A/C, fog lights, rear def. and inter lights all on.) After you turn the van off it slowley makes its way back to the 25.5v it had in it.

dude i'd check it with another meter
25.5 volts is totally retarded haha

I know if my multimeter has a low battery it will give me rediculously high readings similar to yours
