The evap purge system takes excess fumes from the gas tank and routes them through a charcoal canister to clean them up. Unburnt fuel vapors are actually more harmful to the atmosphere, it's an emissions thing... The vacuum in the intake manifold is used to draw the fumes from the tank through the canister. The reason a faulty gas cap throws this code is that the system is looking for a particular flowrate, and the gas cap off would be too much. Any leak in the system on the tank side of the solenoid will do the same thing. Any leak on the engine side of the solenoid, like a cracked charcoal canister, would make flow too low. Either way, you get a CEL.

Easiest way is to find a shop that will do a smoke test for you, where they pump in smoke from one end an find the leak where smoke comes out... Should run $20-40 for their time under the table. Parts at Autozone aren't usually expensive, and easy enough to replace on your own.

Best of luck!
