My 1996 Caravan's windshield wipers would fail to come on reliably in any setting other than the "wash" mode. To make a long story short, it was diagnosed as the BCM. Instead of buying a new one for $450, I got a used one for $75. It fixed the wiper issue, but the odometer now reads 40,000 more miles than my van has. I called my Dodge dealer and was told that they cannot reprogram the odometer mileage, saying that it must be done at the factory and is set when they place the order. Is this correct? If not, how can I get the proper mileage reprogrammed into the BCM?

Have you tried calling some of the local speedometer repair shops to see what they can do? Also call another dealer. Here's some online places also...

The mileage is stored in the BCM, it cannot be changed
only in a case where you buy a new one from the dealer they will reprogram your mileage into the new BCM, but once its been programmed it cannot be changed
replacing the guage cluster also will not change the mileage, again it is stored in the BCM
