am looking for info on 1999 caravan starter. I turn the key and get a clicking sound. Lights and everything else seem to work ok. How do i check if it is the starter

You can try wacking the starter with a hammer. Sometimes this works.

Am presently charging the battery. Have 13.3 V static. Will whacking it hurt the starter?
If I have to remove it is there a diagram anywhere online on how to pull it off?

If you whack the starter and then are able to start the car, that means you'll need a new starter.

Whacked the starter, no luck... car didn't start.
Am trying to remove the starter. Where is it attached to the motor? I found the bottom bolt and loosened it but can not locate a top one....any ideas?

That clicking noise you hear is probably the solenoid on the starter. It's almost certainly a bad starter motor.
If you need to start the van, you can turning the key all the way to start until you hear the click, then gently rock the key back and forth between on and start. The solenoid will go click-click-click, and if you are lucky the starter will go. May or may not work for you.
The top starter bolt is maybe 6-8 inches above the bottom bolt. It's a PITA to get at, but you can do it with a box end wrench and a lot of patience. I had to change out the starter on my 98 a couple weeks back, it was not the most fun I've ever had.
