Simple question, what year was it that they changed to the current body style?

Model year 2000 was the first year for the 2nd Gen Dodge/Plymouth Neon and Dodge SX up in Canada.

Specifically, it was halfway through the 2000 model year. The 2nd Gen Neon was first available in the year 2000 as the 2000 model, however you could also still buy the 1st Gen during the first half of that year, and they were known as 2000's as well, not 1999's.

No. The body style changed completely for the 2000 model year. The 10th digit of the Neon VIN specifies what year the vehicle is. For 1999 cars it would be "X", for 2000 cars it would be "0". Find me a 1st gen body with a "0" for the 10th digit, and I'll buy it for you.
The 2000 Neon kept the same cable-clutch tranny for partway through the model year, then converted over to the hydraulic clutch that remained through 2005.
While the 1st gen body cars may still have been on dealer's lots during the 2000 model year, they were most definitely not 2000 model year vehicles.

Really? oops sorry for the missinformation. Did the 2000 model year come out early then? like spring of 1999? Because i know you could still buy a new 1st Gen when the 2nd Gen came out. Anyway, I apologize for the wrong info.

Yeah the Gen2's were available quite early in '99, but as 2000 models.

The '95 Neons (ACR's) were available to people with SCCA licenses as early as March of 1994. I don't remember whenthe new body style first hit the street, I just remember hating it :D
