I popped the wheel well cover and have my hand up by the day light but I can not feel any release to remove the old bulb. A picture would help if anyone has one.

I have a 97 and had the same problem, so I imagine it will be the same for you...
It's a bitch of a thing to get at, but possible. Don't know where you'll get a picture, but it helps to turn the wheel out of the way. A mirror will also help.
The whole lampholder turns with, like a half twist and pops out... Same going in...

I just changed my burnt out bulb today on my 99 GC. I found it easier to pull the wheel, pull the plastic well-well cover back so that you can get your whole arm up there.
Careful not to twist the socket too far, or you might break the bulb. (I learned this from experience...).
Most importantly, look where the flanges are on the socket. There's two smaller ones and a large one. If you look at the actual place where the bulb goes, you'll see them. They've got to line-up or you'll never get it to sit right....
