The only way to totally stop it is cut it out. If that isn't an option then you have to grind it out really good then metal prep it a couple of times with an acid solution to get the rust out of the pores. Then I would lead it as first choice or put some fibre patch on it then bondo.

Google "POR-15" paint it on and never rust again. (Now why doesn't the factory paint the undercarriage with this stuff?)

Thats a very good product. We use that sometimes as a cheaper solution for customers. If not, as mentioned above, cut out if the rust is big or sand blast, then patch with new metal. Also apply rust acid to nuetralize the rust pores, seal bare metal, prime, paint. :)

Why don't they paint the bumper? Why don't they paint the metal under the dash? Why don't they powerder coat? Save $1 per car * 1 milliion cars = $1 million profit. Nobody sees rust under the dash, why should anyone actually look under the car, why should they protect the vehicle from becoming a rusted out shit box when the customer can just buy a new car?

I find it amazing how little real innovation occurs in the Auto industry, and how each succesive year little value is added to their product.
