97 caravan/voyager, where is the radiator fan relay located?

Radiator fan does not turn on when overtemp or when a/c is turned on. Where is the relay? How do I troubleshoot the fan?

The relay is under the Air filter attached to body with two screws. Common problem is thermal fault. Here's a picture of my replaced fan relay. You can see the burnt wire from the close-up.
