My Power Wagon came with a HUGE green rubber band wrapped around the winch.
Haven't actually seen any other Power Wagons in person but I noticed
something RED on the front of the winch. Anybody else have that BIG GREEN
rubber band around their winch and what is that RED thing?

the green rubber band is just holding the cable on. you need to pull that cable out and rewrap it on the drum with a min. 500 pounds load on it. the red warn tag out front is a safety precautionary thing. instead of holding the hook/cable, hold the red tag so your fingers don't get sucked through the rollers when winching in.
sounds like your a newbe with your winch. you should read up on it.

why would the cable have to be rewound with at least 500 pounds load on it? I have a 10,000 lb'er on my rig and noticed that the cable was rather slack on the drum

you need to tighten the cable on the drum. it doesn't come tightened from the factory. the idea is to take the slack out of the line and tighten it on the drum. all warn manuals specifiy this measure.
