'02 Steering Clunk

At about 28k, the front end of my minvan developed a clunk in the steering. I could turn either front wheel (by hand), side to side about .25 inch. It still drove and handled fine. A trip to the dealer, and both outer tie-rods got replaced. Warrantee.
The slop is gone, but the clunk is still present.

Any ideas?
Lower ball joint? Steering rack?

Another trip back to the dealer, and the clunking sound has been resolved.
Sway bar bushings. Of all things!
