2005 GC power steering vibration

I started to notice on our 2005 GC that when standing still if you turn the wheel slowly left or right the steering wheel vibrates alittle. You cannot hear the noise outside of the van or if the hood is open. Only feel it in the steering wheel and in the brake peddle. It does not do it driving down the road or if you turn the wheel fast when standing still in park or drive with the brake pressed. The fluid level is at about 1/4 above the bottom fill range line.
