The AC clutch pulley on my van engages & disengages far more then I think
it should, As far as I can tell the AC is working,but it is hard to tell when the air temp outside is only +3 degrees. When the AC is off you can hear the pulley clicking on and off from inside the vehicle as well as outside.

Bad Pulley, pump, relay? Any ideas?

Sometimes an A/C clutch will cycle on and off like that if there's a low charge of refrigerant. Being that it's so cold, it really isn't the right time to check and see if the A/C is working properly. A qualified A/C technician could bring the van into a warm garage and check the pressures on the high and low side of the system and compare his reading with what is the correct pressures for your system.

What year and model van are we talking about?
