Gas Mileage Problem

I have recently bought 98 Stratus with 240 K Milage on it. It is 2.4 ltr, 4 cylinder Engine. I m getting only 8 MPG on the city. What could be the problem? I have noticed the water pump is leaking...

is it running on all 4 cylinders? Check engine light on? at 8 mpg that sounds like a mojor problem.
