power steering problems w/ 2003 Caravan

I have a 2003 minivan w/ 31K miles. It was just recalled for the hoses for the power steering. I am having an intermittent problem with the power steering going out. It generally happens in the morning, within 5 blocks of my house. Dealer can't find anything wrong with it and I have had it in several times. Any suggestions?

Has the dealer replaced the hoses under the recall?

It sounds like the pump may be the problem or the rack & pinion unit itself is binding up. I would imagine this would be covered under the vehicle warranty.
