Pin 6 is Light Green/White Strip - Transmits to Scan Tool.
Pin 7 is Pink - Receives from Scan Tool

Check these two wires at the proper spot on the PCM harness and make sure they have continuity between the Data Link and the PCM harness C-27 and C-29. Either the wires have an issue or the PCM does.

Have you tried more than one Scan Tool?

If the scan tool port is not working, have you tried the key off/on off/on off/on and read the codes in the trip odometer? This will tell you if the PCM is working right and the scan tool port is messed up.

I dont have a digital display. I need to be able to communicate with the computer in order to pass inspection in nys.
So far one ticket $150..

Connect a voltmeter between pins 16 & 5, then between 16 & 4, of the OBD connector under the dash. You should get 12 volts each time even with the key off. Do you?

Then you either missed a blown fuse under the hood, or you have a break in a wire.

Verify whither it does have ground on pin 4 and 5 or that there is no power on pin 16. If there is no ground then repair the ground wires of pins 4 and 5. If no power on pin 16 then find out where the wire is broken from the PDC (Power Distribution Center) back to pin 16 of the Data Link Connector.

Did you check the continuity of the PCM to the Data connector as I described above? If one of the two wires is broken then you will not have connection to the Scan Tool.

Also do as Stev suggested about the key on-off-on-off-on and count the flashes of the "Check Engine" lamp. If it does not flash at all then the problem may be in the PCM. Other wise if should at least flash code 55. The codes will be flashed in groups of two. For code 55 you will see 5 blinks of the light a small pause then 5 more blinks, a slight longer between codes. Once code 55 come up the light will stay off.
