Well my van still is!i rebuilt the thermoquad and its still the same!so what else is there?i read the whole fuel system is big on vacuum,even to the charcoal cannisters,ive never seen two on a vehicle before,im going to see if theyre plugged and also check the vacuum booster.any ideas would be appretiated.and the choke works fine.In case this would help,my van blows black smoke at idle and when you drive down the road,not giant amounts,but its visible and not right.

Is the carb adjusted correctly? Other wise buy a hand operated vacuum pump gage from the parts store and connect up to each of your vacuum components and see if they hold vacuum. It can be hooked up to test the booster as well. Any system that does not hold the vacuum reading check out further.

The charcoal system may continue to have a leak symptom due to the vent line coming from the tank. If in question then pinch off the vent line side while you test the canister. As long as the canister holds then it is fine.

Also check the one way valves for leaks or obstructions. They are little round disks in the vacuum lines, should find at least one on the heater/ac vacuum line.

Still sounds like a couple of things are possible. IMO it still sounds like a carb issue. First I would check to see if you have raw fuel spilling into the intake from the carb. This can be dangerous so I would have a fire extinguisher around. Pull the air filter off and start the vehicle. Let it idle for a minute and shut if off. Take a flashlight and look down the carb and see if you have raw fuel dumping into the intake. If you do the float level is too high. I know you rebuilt it but still could be an issue. If not I would wire the choke open and try to run it and see what happens. The automatic chokes can be a pain to get just right. One other thought is when you reassembled it did the metering rods drop into the jets properly? Just asking so please don't think I'm questioning you. Sometimes simple things get overlooked. The mixture screws should be about one and a half turns out from the seated position. Then bring the idle up to where it needs to be. Personally I use a vacuum guage to adjust. If you have one you want to fine tune the mixture screws to where you achieve the highest vacuum you can by alternately adjusting the screws. I would turnabout a 16 th of a turn on each til you find the highest vacuum and then back them out just a touch and this should be real close to where they should be.
