Code 25 in a 95 neon

CODE 25** Idle air control (IAC) valve circuits.A shorted condition is detected in one or more of the IAC valve circuits.Or a vacuum leak has been detected.
I'm getting this code on a 95 SOHC Neon. I already checked for vacuum leaks and couldn't find any. I just tested for leakes by pulling a vacuum line off and checking for a idle change and it did close to stalling so I rulled out vacuum. So that leaves the IAC my chiltons manual doesn't give me anything to tell how to test it. How do I? When I get my hands on the car the first thing I'm going to do is clean the TB see if that makes a difference. Its got 99,000 miles on it and never been cleaned. What am I expecting for prices for the IAC?

the idle air controll is 111.00$ at my local dodge dealer 135 at advanced auto and 109.00 $ at autozone. Id go to the dealler for it.I had just priced that for my ACR. I had a problem with Idle recently It has not done it for a week or so I think it was the damn gas maybe.AS far as testing it I am not sure if you can but it's located on the tb on my dohc 2.0.

i have the same code on my '93 Spirit. What symptoms do you have? i'm thinking mine is an electrical problem
