my 76 dodge 318 is not starting. When you turn the key u hear the starter just wind real fast. Do you think that could be the solenoid on the fender? Is that what engages the starter to the fly wheel?

The starter Relay is on the inner fender. The Solenoid is part of starter. Sounds like Bendix in starter is bad. Your going to have to pull starter and replace.

one thing i found is that, gear reduction starters come apart only in one order and go back together only in one order. you my not know but the washer with 4 ears are for holding the brushes back then quickly push the armature in.

Probably means it's not grounded properly. Wiggle it around a bit and see what happens.
