I'm doing a little research for a friend of mine to find information on how to install a seat in the rear of his 02 cargo B-van so he can install a child seat for his daughter he's telling me the seat has to have some kind of latch device in order for the child seat to be properly restrained.
Anyone hear of this? or have any suggestions?

Yes, there has to be a tether that is hooked to an anchor point. He can enter his zip code on this page to find a local car seat inspection station and get guidance from them.

If his car seat is rather new, a hooking strap should have been included.
