I have been reading some of the past posts regarding this blower relay issue as I too have a 99 Ram Hi-Top Conversion Van with some heating cooling woes. I have recently encountered a problem with the is the heat/cool system. It just can't determine where to blow from. The system cycles through the defroster vents, dash vents and then the floor vents. It cycles randomly from one to the other staying on some longer than others but with absolutely no logical order to it. Heat and cool both seem to be working fine. At the same time, the cruise control stopped working. Light illuminates on the dash but no cruise. Probably unrelated but just thought I would throw that out there. Does this sound like it is associated with this relay issue of do I just have a bum selector switch?

Had the same exact problem on my '98.
Situation remained after replacing the selector switch (which was $$$ at the dealer). Turns out the issue was a simple vacuum leak which was found by my local auto electric guy in a very short time.
Your issue sounds similar...all the way down to the cruise control.

Since the CC servo and the heater controls are both run by vacuum, I'd also say you've got a vacuum leak.

Well, Ice Ace called it. Finally got around to checking out my blower/cruise control issue. First stop was the vacuum revervoir for the cruise. I attacked the vehicle with vacuum gauge in hand and after removing the passenger headlamp assembly, reached in to get the vacuum hose to hook it up to my gauge and discovered it was not connected. Hmmmmm! Plugged it back in to the reservoir port, took the car for a test drive and both problems fixed! Wish they all went that easy!
