they wont stop when i turn the car on its driving me nuts, any ideas? i read something about a clockspring but idk.

Check the wiper motor relay. It might be sticking.

Are your wipers constantly on when the van is running, or do they come on and off intermittently?
A few things to check:
1) The wiper relays, as Rick suggested. There's two of them. Try swapping them with other relays.
2) Ground straps in engine bay. I recently had a "possessed wipers" issue where they would randomly come on and do a sweep or two every now and then - often several times in a minute, but sometimes only once or twice in an hour. Turned out that I had two broken ground straps in the engine bay - one at the passenger side engine mount, and the other at the firewall.
3) Multi-function switch. Notorious for malfunctioning, though I'm not sure if the symtoms you describe point to that.
4) Wiper motor/module itself. Unlikely, but might be a short in the wiring to the motor?
I don't think the clockspring has any effect on the wipers - that's the wiring thingie inside/behind the steering wheel that feeds power to the horn/cruise-control/airbag while allowing the wheel to turn.
