i have replaced the key cylinder and the switch, The car is in the shop and they cant seem to figure out what the problem is. the interior lights are not working neither and I have checked the fuses and they are all good. the fuse box under the steering column has been buzzing also. I have replaced the relay and still having this problem. Any help will be appreciated it

I believe theres more than one relay under the dash but theres also a handful in the engine compartment along with twice as many fuses located next to the battery over the inside wheel well.
You'll need to figure out wich relay is buzzing and what it goes to then go to that item and check it out, you'll want to trace its wiring as best as possible to see if its had the casing rubbed away and exposed wiring is touching ground.
If the van is continuing to run then it could be the ignition relay not breaking the circuit when the switch is disengaged, basicly if you have a connection that can open and close that gets stuck closed completing the loop then it wont be able to break the circuit keeping the van running until you pull the battery cable and turn on the headlights to overload the alternator and kill the spark at the plugs and the fuel pump.

the relay that is buzzing is in slot 13.under the dash, part number 4608650 I'm not sure what all it controls.
Where do I find the relay for the igination?

Based upon ALL DATA for my 96 Dodge Grand Caravan, the slot 13 (lowest rightest relay location on Fuse Block under dash) is the Courtesy Lamp Relay.
