Welcome to DT! I have a '72 Sportsman van, so it is identical is most aspects to your RV.
Anyhoo, check to see if you have power to the wiper motor. If you do, then you could be looking at a bad motor or a bad ground. The wiper motor grounds via a mounting bolt to the body of the van. You can try a jumper from the neg. post on the battery to the body of the motor.
Blower motor..same thing. Check for power to the motor. Could be a bad motor or perhaps the switch. Does your RV have factory A/C?
Yepper...the axle needs to be removed to get the drum off.
Try Ebay for a factory service manual. I believe Dodge put out manuals for the CB-300 chassis'.

Both the wipers and the blower motor are powered from the accessory position (light blue wire) of the ignition switch. It could be a bad switch and the only way to know for sure, is to start checking things out with a meter.

First thing is to get a manual. If you have the Class C with the van front end here is a manual on Ebay:
Yep..that's the one! I forgot that the CB chassis were covered in that manual and I own a copy. :)

Hi!
If your '73 C is anything like my '73 A, check your ground wires (like Nate said). They'll either be missing or corroded (we didn't have a good ground on the motorhome). For our wipers, we had to clean both ends and change where the ground attached to the chassis - and add a redundant ground - to get them to work.
You say you checked the fuses, but did you check the fuse holders? A couple of ours were corroded, but it wasn't obvious.
