My van smokes black smoke. Doesn't that mean that all the fuel is not being burnt? I just check plugs and timing to correct the problem, right?

Are you running a carb and if so which one? I would guess a piece of debris is caught in the float valve. The Thermoquad and Carter AFB carbs (4bbl) have 2 float valves, one in each side.

I did seach back and found that it's a rebuilt 2bbl.
The problem I have encounted most often is that when a fuel filter is changed a sharp edge on the tubing can cut a sliver of rubber off the hose and cause the float needle not to seat correctly.

Once you get the black smoke to stop, clean the PVC valve and crank case breather.

It only does it when its cold. After the engine warms up its fine.

Sounds like your choke is not opening enough right after the engine starts. Check your "choke pull off" adjustment and it's vacuum modulator to see if it's working.
