speedometer issues

I am hoping some one else has had this problem.
My speedometer on a 1991 ram 1500 van will pin when I turn on the ignition.
It will not go back down until I turn it off. I unplugged the spedd sensor at tranny and nothing changed.
I am stumped

Sounds like a dead short in the wiring somewhere.
