I began to use my parking brake about a year ago and the brake cable has stretched so much that the brake does not hold on inclines.
From what I have read, in order to repair, adjust or replace the cable the sills and a lot of other body parts must be removed. Is this true? Is there any way to easily adjust the cable?

I'm thinking that you might have a problem with the adjusters and not the cable stretching. It is a pretty big project to replace them all the way to the release. I would start by tearing apart the rear brake system (drum or disk?) and making sure everything is in place and lubed up well. Then check the automatic adjusters and equalizer brackets, and intermediate rear brake cables, etc...

there should be a plastic cover toward the rear of the van on the left side which comes off to reveal the adjuster for taking up the slack in the cables
you will need to soak it down with penetrating oil and once you get it freed up and adjusted, apply grease to the adjuster before you put the cover back on
But I agree that you should look at the rear brakes and be sure that they are adjusted properly and that the self adjusters are indeed working
and, if you have the rear brakes exposed give serious thought to replacing the pad and or shoes and doing whatever is necessary to the rotors or drums
