Need clutch cable and adjuster for 95 neon with April build date....or any info on how to change it to hydraulic clutch adjustment.

You don't want the hydraulic setup... Its more complicated and more expensive to replace, and has no advantage of the cable.
If you are having problems with your cable, try lubing the self adjusting spring (engine bay side of the firewall) and pull/push on it a little. They tend to stick overtime and will not adjust properly. If you need a whole new cable, I believe they are only $80 or so from the dealer, but don't quote me on that. There's always the option of trying your luck with a used one as well.
