I would assume its the same as for my 2nd gen neon, you reach under the fender or get your head under there so you can see the back of the side light. There is a metal "u" shaped thingamobob inserted between the back of the light where it comes through the fender and the fender. Pull it to the side and the light falls out, friction fit. Install is the reverse.

nope not on the 1st gen
here's a view from behind the light i got from the service manual
you need a deep socket to remove those two nuts. i think they are 13 or 15mm. they are those funny little thin ones that thread onto plastic so dont twist them too hard or you will snap them off
