today i put in a new radiator cause the one i had was all rotted out and now the engine idles at 1000 rpm instead of around 1500 and i was just curious why it did this.

I also wanted to know if a trans from a neon would work on a 91 eagle talon since the bottom end is the same isnt it? Because my friend might be buying the talon that is an auto and i have another neon 5-speed tranny that came with the car. I know he would also need a bunch of other stuff to do the conversin but will the transmision work for the Talon?

Well, actually ur idle is still too high. It should be about 750-850 rpm.

900rpm. 1st Gen. Though most of them will Idle 950. No big deal. Anywhere 800-1000rpm is fine.
