Replaced battery, get blinking lights

Hello Everyone

I have a 96 Caravan 3.0L.

Just replaced the battery, and I get a swirl of lights that blink on and off in some sort of pattern for about 10 seconds. The turn signals flash, the interior lights blink on and off, and the dash lights blink. Car will not start either.

Pulled the IOD fuse for a few minutes and replaced, to no avail. Anything else to re-set?

Any ideas?

I had the vehicle towed to a repair shop. Replacing the starter solved the problem.
