I had this same issue with my 2001 Grand Caravan. The problem was a defective blower motor resistor module. It was very easy to replace since it is located behind the glove box door. Be aware that if you have automatic temperature control, the blower motor resistor is called a " module " and is different than the manual temperature control which just uses a blower motor resistor. Also, if you have ATC and need the module, be prepared to call around different dealers. I had a hard time finding it because most dealers were out of stock.
